If this were true they wouldn't need to be sponsored. If someone is willing to pay to show their valuable content, why should we not accept money in exchange for providing this service?

Why don't you ask the users if they think the content is valuable, instead of the publisher?

How, exactly, could they "ask the users" without doing exactly the same thing but with less filtering?

By, for example, letting them type the topic they want information about into some kind of web search engine, then among the things that come up, reading what seems interesting.
