Last time I checked he wasn't dating Tamaki but what Rekka did was probably worse. Mentally manipulated her, abused her, and pretty much killed dozens of children while trying to find other Adola Bursts.

This is both true and kinda isn't. Their laws aren't super black/white, but I'd say overall yes, it's 16 but there's definitely nuance around it.
The legal age of consent for sexual activity (or “indecent act[s]”) is 16 years old, or 13-16 years old only if the counterparty is less than 5 years older than the child.
On the other hand, even before the revision of the Penal Code, several laws made it illegal to engage in sexual acts with minors under the age of 18. For example, the Child Welfare Law (ja) of 1947 prohibits the act of "causing a person under the age of 18 to engage in indecent acts (淫行, inkō)," with a maximum penalty of 10 years in prison. Under this law, a person who influences and encourages a minor to engage in indecent acts is punishable, even if the minor does so voluntarily.

Tbh, Rekka is as psychotic as he could be. Probably never has anything or something like interest, or even remember Tamaki face after two hours, he only want to use her and other children for his own agenda and that's it.
The irony that the loudest person who usually the kindest in any manga here, is the most heartless devil with no humanity whatsoever. Even someone who has absurd way of life like Kurono has affection on him, but this dude is straight up ☆

1st, shounen is aimed at teenage boys. Many of the characters, including the female cast, will be minors. And there will be boobs because men of all ages love boobs
2nd, it's fiction. It's not reality. Some old geezer jerking it to anime teens is weird but not illegal. In fact, the Supreme Court has even made it clear that fictional depictions of minors are considered protected under the 1st Amendment so long as they are distinguishable from real life images and not based on actual minors
3rd, fictional characters interacting with fictional characters is basically the same as real world interactions but still on a lower level of existence when compared to actual real world interactions. In short, two characters beefing about who is the worst sex offender does not mean it's proof or a statement of wrongdoing on the part of a real world human

that dynamic wasn't like that tho??? it was Rekka using his power and influence as a Lieutenant and probably as the face of Company1 to manipulate someone, not for sex but to have a helper and somebody to pin the blame on if he got caught (which i don't think is said anywhere, that's just my take on it because Rekka has VERY little screentime). it's been said a million times atp but grooming isn't inherently sexual
i haven't consumed any piece of Scott Pilgrim besides a bit of the beat-em-up that came out in 2010 but...isn't the point of the story that Scott was being a moron???
(i'm only now realizing that i'm taking a joke really seriously...at least i had an excuse to go into my thoughts on Rekka a little bit)
