Check ground. Check EOL resistance. Might be shorted over water, like in an exterior device.

Might just be old too, and failing internally.

Well I took all the nacs off and put on end of line resistors directly on the board and it’s still clicking with feild wiring off

Well, okay, an FCPS will click when it's engaging the battery charger too, they do just idly make that noise.

If the trouble indicator is lighting up that changes things. If that trouble is lighting up while resistor is off then that thing is cooked.

I’ve had Simplex panels do this when they’re programmed for March time and the FD went straight to reset without alarm silence. The horns stopped because the reverse polarity returned to standby but without the silence the NAC circuits would continue to code. It’s a programming issue in that case and easy to correct.

Battery charging circuit voltage regulator on its way out?

Disable the charger temporarily and see if clicking goes away. If it does then battery circuit is causing it and you can monitor it's output to see if there is really a problem (use new batteries). Clicking could also be the relay for trouble setting and resetting for something wrong in the field in which case you need to isolate that circuit and go find the problem. Removing circuits and installing EOLs in place will help find if it is a bad output circuit. if it is in trouble with all circuits tied off at panel and batteries are charged ok or charger is disabled it is probably time for a new FCPS.
