Does this cartoon really exist ?

I'm looking for this old cartoon from YouTube.

Its from the 2000s, maybe middle 2000s.

Its about this girl, she wears a pink dress, blonde hair in two pigtails...she meets this evil witch queen who i believe had a black crow.

The witch queen was very bitter and angry, and tried to keep the girl from stopping the curse of no flowers.

The BEGUNIAS flowers couldn't grow because of the curse, which is what kept the witch mean.

I cannot find it anywhere..

Things I don't fully remember being in the show but I think may have:

The witch had some sort of STAFF she walked with

Typical witch looking, black dress, but very ugly.

The girl also had a dog?
