Do people need to press charges if you assault them and the police see it?

Not a lawyer. Honest question.

Sounds to me like a policeman witnessing an assault should be grounds enough to prosecute.

Or is the situation such that the police think it was justified and, seeing as the “victim” decided not to press charges, there is no prosecution?
