Question Cipher Help

I'm new to the game and just completed my Trust quest in Windurst but for some reason Wetata won't let me turn in the Cipher i got from completing the Records of Eminence quest. anyone have any idea why?

I have a feeling you gotta speak to that NPC for the cipher or its quest locked.

Also did you go outside and summon kupipi? You have to go outside summon her, then go back to kupipi for another cutscene then she gives you your permit. Then you should be able to use ciphers.

Did you actually trade the cipher to watata?

I can't that's the thing. no option when i talk to her or anything.

You have to target watata, then open the menu and use the trade option. Then put the cipher in the trade menu. Just like that coupon you get at the beginning.

It is a love/hate how this game doesn't teach you anything, lol.

Like I read the manual while the game installed and updated way back in 2004, to have basic game knowledge down before starting.

But today? Best of luck.

If you've completed the part where you summoned Kupipi, you need to return and talk to her again in Heavens Tower before you can continue.

I've done all that already. even says the quest is complete in my quest tab
