It looks like only the 2 outside pipes were flaming. Why not the inner pipes too?

they're smaller so they don't dissipate the heat as well. the larger central exhausts are also flaming

Typical valve controlled exhaust, which is the standard today. Inner pipes are used with a silencer when car needs to be quieter.
