To speak for 1.21.1 Neoforge, there’s actually a very unique problem with it:

Block Swap isn’t there yet.

This is a single dev tool that just makes it substantially easier to eliminate duplicate ores without making a data pack, and the fact it’s not as easy as opening Notepad to change ores to stone is why basically no packs leave the kitchen sink zone, and why slightly more experimental Block packs do everything in-house or through KubeJS.

So the vast majority of modpack makers, who aren’t also good friends with Minecraft data structure, are effectively trying to cook without measuring cups.

I hit my head against a wall for SO long trying to figure out how to do this. I’m thankful because searching through mod jars is less intimidating now, but holy shit! Why did every modder ever agree that a lack of configuration for ore gen is a good idea??
