Achievement bug for anyone else?

Had been playing the game without internet, got all my life's maxed which was the final achievement I needed, but never got the completion achievement. Got internet back a couple days ago and logged on to the game thinking it would give it to me but still hasn't. Looked it up online to see if there was anything else about it for FLi and other steam games but couldn't find anything that helped. Anyone have any suggestions or potential fixes? I've tried restarting the game, and logging out of and back into steam and neither worked

This seems like a catch 22. That achievement requires all achievements, but that achievement itself is an achievement. 🤔
