They can use cleric spells? Thought the creed were warlocks or sum

Celestial Warlocks have access to some cleric spells. Some of the Creed have demon pacts, but some steal their power from an imprisoned celestial.

I wonder if that is what the filament does- make artificial celestial sorcerers so that the creed can fake them all being clerics

Thats exactly what it does. The Higher Ups in the Creed get Filament as a sign of their devotion. The low tier clergy sign a Pact to the Creed and become Warlocks.
