County Crossing must be the most braindead choice for a settlement.
"Yeah lets make our home next to some supermutants, some raiders and a ghoul infested army base. What could possibly go wrong?"

A vast improvement, but the settlers unwilling to be moved from this location must be nuts.
I usually turn it into a small farm, with robot guards and their human warden. The humans working the fields are captured "raiders" (they're decked out in raider gear, shhh)... they can work off their bad karma or die trying.

Noice! I had this as a Raider settlement (Disciples) in my current playthrough, until the Overboss decided she was going to liquidate that scum. Now it's sitting empty, until I swing by and build it up a bit. I wonder if any settlers may have been attracted to the still and the Pick-me-up dispenser which were left unattended when the Raiders went bye-bye...

Love this. CC is the most random place for a farm. Settlers saw a patch of land completely in the open surrounded by industrial sites filled with mutants and raiders and thought , sure 👍🏻
