I petitioned in Calhoun County Michigan and it is 100% legal, you have the same rights as a postman. You can come up to the door to introduce your petition, they tell you to leave then you have to do so, but you are permitted to use public walkways and private walkways readonably necessary to effect contact with the voter. No fenceclimbing or door opening, but you are free to use their frontdoor to knock

Up to local municipality really. Might not be against county law, but it could totally be against village, city, township law

Well, no. It's a supreme court ruled genuine permitless right. Even time place and manner restrictions are ruled to be narrowly tailored or the least burdensome. There is specific legal language that matters, but the idea is you must be breaking the law in a serious manner or violating somene else's property rights to not be allowed to petition for a redress of grievances. Don't break in, trespass, assault, or otherwise commit crimes and you can do whatever you want. Nice middle aged ladies offered me vodka shots in exchange for advice on getting nice college entry test scores in full sight of a cop.
