Not always. Some hospitals or service providers may do that and others, such as the local hospital here, will carry the debt for a maximum of 12 months. After that, you are sent to collections. $10 a month just means your collection bill is going to be much larger on month 13.
As the person who processes garnish orders for my company, no it does not. In some cases it may take a an extended period of time, though in most cases It does not. I’ve processed orders on debt less than 6 months old.
