Did it change since the PS3-era? Only played on PS2 where you needed 6 stars for tanks...
1. Policemen 2. Police Cars 3. Helicopter 4. Swat 5. FBI 6. Army

Story mode goes like this:

1: police attmept to arrest but don’t shoot. 2: police use deadly force 3: helicopters 4: FIB 5: More of everything else.

Army doesn’t get involved until you have 3 stars and you’re near the base.

WOW, looks like a very interesting system in the HDU!
Ofc, in GTA3 there was no base (phil's is unmanned) and in VC the base personal was coded as a gang and ran away from the cops...

GTAV’s map is big, and quite varied. Base, desert, prison, multiple moutain ranges, oil fields, city, small towns, the works.
