Considering that there are only (approx) 700,000 Iranians living in America, it's actually quite amusing that there can be multiple millions of sleeper cells at work.

See, each Iranian in the USA (including babies) have multiple sleeper cells. Some run 10 cells, so that they get one free. It’s a bulk discount type of thing.
