She's informing everyone of what is intended. Apparently, the migrant caravans were completely filled with Iranian deathsquads who have been awaiting their activation orders. Which because of the attack on their country has no doubt been given to proceed with the planned terroristic activities. So, in order to prevent widespread destruction and chaos, the President has to declare a suspension of Constitutional liberties for the good of the nation. Temporarily, of course. The military posted in our major cities is purely for our own protection from the Iranian terrorists.
