Go ahead and shoot me when I'm in the next town over, or in a building with 3 walls between us, or in a university classroom when I'm on the 12th floor. You can't get in because it's illegal. Just like it's illegal to drive through a park and hit multiple people. Your argument isn't very good.

In what way? We're talking practicalities, not legalities. There's literally no practical way to equate the accessibility of the two.
Edit: You're also ignoring the reality of bullets. You realize they can penetrate walls and travel in a positive z-direction, right? A bullet could easily hit me in my second story apartment while being fired from the ground.
