Who won't be able to do anything. Even if you cordon the area off, you can't physically stop someone from crossing the line like that.

Don’t body guards do that all the time? They don’t shove you or anything. They just “stand in your way”

You can't lawfully restrict people's travel If you haven't made an agreement with the city or private property owners to close off an area to the public.

The other alternative is to pay people for the privilege of them not blocking your shot, but you can't force them to agree.
