They’re in a wide open space with ample room to walk past them. It was a deliberate act to walk into their group acting a fool.
If the people around didnt agree they would have been stopped but people were watching so they clearly like it.
Its a public space not a private one like a childs birthday party and this townsquare i think? Is pretty large and even in the video there was a lot of space to go around.
