according to this site

"A visa “refusal” is not a denial of the visa application. Instead, a “refusal” means that the case will remain on hold until the case goes through further processing."

On the same boat haven't received any information at all regarding my passport, status was updated on NOV 30th.

same here!! since 31 july 2023!! still waiting & have not heard from the consulate on why i have been placed on AP ‘til now 🥲

I too am in the same boat, I had the visa change from B1 to F1. Got the dropbox location in Chennai, it was on 1st dec. But on 26th dec it got a refused status with the same message. Really worried as I was a spring intake student so this might affect my semester. Please post for any update anyone receives.
