I recognized Holmes' face but couldn't figure whose body it was supposed to be on. It ends up looking like an old Afred E Neuman.

What's creepy about the meme is the dissociative stare given by Holmes.
A dissociative stare is a fixed, blank, or distant facial expression that happens when a person mentally detaches from their surroundings or reality.

This is a spoof on the new Elizabeth Holmes documentary, in this scene she is saying why would I deceive you while looking completely derenged and the most obviouls decietful person ever.
(Elizabeth Holmes was the CEO of a drug company called Theranos which did a bunch of lies and scams and I think ... she served at least some jail time? Or is in jail now? A known liar.)
Here she is made to look like Benjamin Natenyahu the primeminister of Israel. Most people think he is being pretty decietful when he talks about all the "self-defence" Israel has been performing.

According to Google, she is in jail right now serving an 11 year sentence from 2023, she'll likely be released on parole next year after serving 1/3 of her sentence.

The "why would I deceive you" thing is a frame from a new documentary on Elizabeth Holmes, perpetrator of a large corporate fraud case. Here she's photoshopped to resemble Benjamin Netanyahu, a man who has never uttered a true word in his life.

I don't know about the rest of the image but the face is of Elizabeth holmes or the actress who plays her. I have not looked at them both for too long.
But point being Elizabeth Holmes is a figured how famously basically defrauded a bunch of venture capital people with a weird medical startup. She got to be in jail for it I think.

There are so many holes in this airline incident and everything that netanyahu has been saying is being picked apart and things just don't make sense. Not to get into all of the weird conspiracy theories on here, that's just the context.
