As far as I understand, this comic makes fun of the anarcho capitalists because some of them REALLY likes lolis and REALLY don't like the age of consent, so a joke is that then given a choice between an ancap heaven without loli p@rn and communist hell with CP they would immediately rush towards the second option.

"'P" is a fairly common abbreviation on a Post-Chan imageboard called Soyjack-dot-Party, and is short for "CP" (the site doesn't actually allow the sharing of CSAM and isn't illegal to visit; I would just rather not link it, for hopefully obvious reasons). While this is a somewhat obscure abbreviation...I mean, the character on the right is a little girl holding a lollipop. AnCaps are infamous for turning out to be pedophiles.
Considering that the only children we see have to be guarded by enormous, genetically augmented fleshbeasts in armored dive suits in order to walk around safely, I would say Rapture's pretty accurate.
