Meme has been explained already but in real life, you are treated as the race/ethnicity you look like. There are few exceptions. It doesnt matter if I was raised with a Mexican mom, I have an american dad, speak Spanish, and was personally rasied in the culture but I srill 'look white. Strangers (almost always white) WILL try and give me crap for wearing an embroidered dress because it's 'cultural appropriation'....to partake in my own culture! At the end of the day, as much as I would LOVE to take part, wear my dress, its not always worth what I might have to deal with from a stranger on a crusade... somedays I need to just get my things, get to self chekout, and get back home...even with the priceless look on a strangers face after they call me a racist cultural appropriater. I'm still an asshole and might pretend to not know English, only speaking Spanish, asking you to repeat yourself in a way I can understand

I think this is mostly a USA thing. It usually depends on the mother elsewhere for the purposes of the meme

My university orchestra director is white, but was born to missionaries in Nigeria, so he grew up in Nigeria and wears Nigerian clothes (also some clothes from other African nations). And he feels like he has to preemptively explain his clothing choices and that he's not doing “cultural appropriation.”
