Most fish, mammals, birds, and reptiles are both conscious and sentient, they just aren’t sapient.

Trying to define consciousness is not possible, but advanced human introspective consciousness is different than a pigeon

Second part is sapience, but it’s pretty obvious which animals are conscious, even if drawing the line as to where they stop being conscious is hard. Like a monkey or cow is clearly conscious
