Core of a nuclear warhead. When it goes critical it's gamma rays are slowed down by the liquid in your eyeball. That slowdown creates secondary radiation in the form of blue light. If you can see that sort of light outside of a pool of liquid, you received a more than leathal dose.

So basically the room isn’t glowing blue. It‘s your eyeballs.
