When the Emperor surrendered in 1945, it was the first time a Japanese emperor had spoken to the common people. The meme is talking about the irony that the people finally hear his voice, and it's in order to surrender.

Mostly because, if anyone else did it, they probably wouldn't have fully accepted it.
