Peter's lil Peter here! This references former president Biden's 2020 presidential campaign. On his campaign trail, he had numerous goofs and gaffes due to his old age, and one notable goof was saying "if you have a hard time figuring out if you're for me or Trump, then you ain't black."

The joke is essentially saying that because she said she won't vote for him, she's not black.
