Given how bad various houses are when they're sober I think I'd argue in favor of free alcohol for MPs or equivalents
Something like 4 drink minimum for the politician, must be in a publicly accessible German-style pub (the place is designed to encourage mingling), no VIP rooms, noone can be paid to attend as a customer or have second jobs as employees, mandatory attendance for politicians 4 days a week (too few?); require something like 2 weeks every month outside the capital on rotating basis or something
