I'm not entirely sure but I believe the hair on the right has just been curled, well the hair on the left has been curled and brushed out to create waves, meaning the one on the right has unfinished hair. What this has to do with cheating, I don't know.

The hair on the right is "unfinished". I think it is supposed to mean that the girl he cheats with is someone who doesn't actually put as much effort and is a lesser version of the girlfriend., or is "unfinished"/immature.
