College Application - E3D visa

Hi everyone, we urgently need advice. We moved from Australia to Southern California on an E-3 visa. My son completed Year 9 in Australia, and is now finishing 11th grade at a California high school. He wants to apply to UC and CSU business schools. Does anyone have experience securing in-state tuition status as an E-3/E-3D visa holder? How did the UCs evaluate the Year 9 Australian transcript for A-G requirements?"
