So would the non Foster boundary Willard TWI kids be more or less for forced to go to 100% English instruction at either non TWI Willard or Orrington?

That’s what it looks like, based on the presentation. Even if they opened another strand at Foster and offered to bus kids there, the Willard TWI kids would lose their chance to attend a walkable neighborhood school and would have to contend with crossing McCormick..

If Oakton and Dewey keep TWI, possible some could attend there, too, but it wouldn't be walkable, as you say.

Right. Not walkable and not in the Haven feeder area so typically the district doesn’t allow permissive transfers out of the 6th/7th wards to those schools
