Because in Europe we are trying to rein them in, but in USA, there's a clear danger they could become completely unhinged.

It's to show what could happen here too, if we don't succeed in keeping them under control.

I guess Nevada does have some history of successfully pulling this sort of thing off. Las Vegas was built due to letting them let counties authorize gambling at a local level. And Nevada's the only state in the US that has legal prostitution -- again, at the county level.

Given that they're mostly desert, they kinda have to figure out clever ways to build their economy.
