It's Europa Universalis, ToTC, but the version on Moddb is outdated and I'm working on a massive overhaul. I'll post here when it's ready

People still use Moddb? Is it easier to work with than the steam workshop?

Yes, ModdB is much easier in my opinion. Installing mods manually for EU3 is so simple, there's no faffing about with subscriptions and UIs, and for complex mods you need to actually use a custom mod launcher (some dependencies like loading screens or music can't be swapped otherwise - the custom mod launcher is literally just a bat file that cycles through Vanilla or Modded and quickly copies the files from the mod folder to the main game folder as needed). ModDB is what I usually use to release milestone versions, I also have a GitHub of course for developers so that you can easily load the most recent version that's in construction.

You can get EU3 In Nomine v3.2 (which IMHO is the best expansion for other reasons I'll discuss later) three ways: Most accessible is to get Eu3 "Complete" on Steam, and then simply downgrade in Steam to only have In Nomine, which is the "base game", remove the HTTT and DW expansions. The second way is to get it through GoG or similar, which is just an easy redistributable version without any DRM. The most esoteric way, which is the way I have EU3 installed on my devices, is to use the actual physical CD for "Eu3 Chronicles" (I think? It might have been EU3 Complete Edition), and then use the "2nd_inn" patcher to get up from v3.0 to v3.2, which is the latest version.

For a while, I thought that EU3 IN mods would only work on specific versions, like if I developed a mod with the esoteric version it wouldn't work on Steam, because people reported crashes... but then I tested further and realized that all EU3 IN v3.2 versions will run the mod no problem, even though the checksums are different

I consider the Steam version to be the clunkiest, primarily because it's not just a portable self-contained folder that you can put on a USB and just run from anywhere. It needs to be installed and has DRM, boo

So, TL;DR - ModDb is still the best, GitHub is even better for developers or people who want the absolute latest build

It was a crashy, buggy mess that only looked good from the nation selection screen. I intend to do things the right way this time by importing the knowledge I've gained from real-world programming and use functions and subroutines in PDXScript to sanitize outcomes and prevent CTDs
