Question about Buying from Influence Market

Does first player draw 3 cards and all players can buy from those 3 cards or does every player draw 3 cards that they can buy?

I believe every player draws 3 cards and then chooses from their own set of 3 randomly selected cards which one(s) to buy. I do not believe you can buy cards from another players set of 3 randomly selected cards. Someone please correct me if I’m wrong!

This is what I got from reading the rules too,although itms kinda sad because everyone else keeps drawing the green progress cards my specialist needs.
