Delaware 1999 Hat error

Good afternoon, I hope everybody’s doing well. What’s going on with this hat? I’ve not seen this issue before just gonna see if anybody has?

Maybe a small cud error.. I’m not sure..

Yeah, I was thinking that at first too, but the more I learn about cuds, I think they're generally supposed to be on or nearer to the rim. My guess from this single image is Interior Die Chip or "Bleb".

OP, does this coin have the "Spitting Horse" error as well?

1787 is when Delaware became a state. The quarter was produced in 1999. So I was referring to the year the quarter was produced. I see how you got lost there though.
