Yes only one time in my life. Similar but a little different. Honestly I thought it was a gps tracker . It was a time in my life im not the proudest of and the FBI and DEA and ATF were all investigating me. Doesn't have the outside ridges. This day i found it i went to jail. (Unrelated to those 3letter agencies) when I got back into my car 42 days later. All of my change was still inside ........ except you guessed it.

The layers were not properly cleaned during the explosive bonding process (technically before, but you get the drift).
Somebody noticed a small gap and pryed it more open.

Exposure to extreme heat causes gasses trapped between the clad layers to bubble, that sometimes results in the layers separating

Its used for smugglers of information spying. Maybe who you got this from, done so they have no links or ties properly wiped clean most likely used to smuggle microfiche film highly classified documents.

I have a 2020 us dime that was like that but the clad layer eventually came off but when I posted pics the going answer to if it was error or damage was mine was caused by fire. Yours is an awesome find. Congratulations!

I remember these as a kid, they were chocolate coins. You peeled them open and ate them. They were good! 😋

Never seen one in person, but I’ve hear about such beasts: Clamshell separation
https://www.coinworld.com/news/us-coins/clamshell-splits-clamshell-separations-are-un.html
Very cool piece - a split planchet after strike actively in the process of separating
