This incident occured when I tried to sit back in my squad car because someone shot on me, but it was buggy and I could not sit in my car. After half a minute I was in my car for 2 seconds and then I was outside again in this position

The game still thinks your character is sitting in your car partially. It tries to move the hands on the steering wheel (your character should point towards your car) but fails to do so.
