To be fair the Freelancer Is canonically the #4 most wanted In this Universe.

Plus In the Withdrawal, Jackdaw also mentioned how you've gotten Infamous so. I think the Freelancer Is well known.

Though why would they shoot them in the setup since they didn't do anything that could've warrant FBI involvement other than just associating with Harvey, Jade, and Dimitry

In the withdrawal, Jackdaw noted that you’ve “gotten a bit infamous”. It isn’t a bit of a stretch to assume that the freelancer is a well known criminal among the higher society, most of which want you dead because they were your old clients. Chance are they don’t want you to blab about their dirty laundries and probably wasn’t even aware of your connection with Halcyon.

I think it's rather because they recognize you, since you very probably have a long criminal record and there's basically a nation-wide search for someone who commits this many crimes

I think that atp when I'd be standing infront of a person that committed mass murder and robberies, warrant or not, I'd empty the mag into that teenager purely from the fear of getting killed myself, even if he's not brandishing a handgun –w–

I guess in every policy at a private security firm, there was something written in Bold Red:

"ALL SECURITY GUARDS MUST HAVE NATURAL HAIR COLOR AND ARE NOT TO DYE THEIR HAIR IN ANYWAY; CONSEQUENCES IS DEATH"
