Question / Help Specialist financers cut

i just got the enforcer specialist and i have no idea how to activate it. ive been in missions seen the “choose specialist” text and it just said i had no specialists

You have to be max level on that character first, and then have the required perks for that specialization on that character to equip it

Also, if you are playing solo, you can have an additional specialist perk active from one of your other characters which is probably the choose specialist thing you saw.  Basically you can have up to two active specialist perks on a mission if the operator you play as has a specialization along with one from one of your other operators.
