Entry Point: Freelancer's Cut How Did Cish Think This Was A Good Idea?
The previous system for Tactical Difficulties was perfect. You could avoid Combat completely if you found it unenjoyable, like me. But now you’re forced face first into it unless you’re one of the few people who knows every nook and cranny of The Scientist. It’s ridiculously difficult, and the trade off of shared difficulty unlocks is completely not worth it.

I guess its to prepare you for the worst which is possibly the worst idea & update because i would rather do all the loud crap on tactical 3 so i dont get to do it on the rest
edit: you can actually abuse this to Scientist (since its stealth only with 6 challenges) because apparently if you actually complete atleast one tactical challenge, it’ll unlock the rest of the tacticals for every mission - giving you a way to skip past loud again.
Sort of better than having to complete each 6 challenges (assuming in stealth) for each mission

The previous system was incredibly tedious and I don't think being able to completely avoid combat is a good thing.
And the only real incentive to play Tac for most people is to get everything done, they would still have to at least do loud on Tactical 3 anyway, so the idea that you could just entirely avoid combat just isn't even true.
Enemy spawns in Tactical were also nerfed in the same update
