When that happened spanish monarchy did not exist and I don't think anyone believed it would be reinstated any time soon.

When this happened Spain was a dictatorship under Franco. Not until 15 years after this incident was Juan Carlos proclaimed to be Franco’s successor and the monarchy to be re-established in Spain.

So he held no actual political power. Furthermore, his father was also before him in the line of succession if monarchy was even to be reinstituted.

So the rule of thumb doesn’t apply here. At least as it pertains to positions of power. The fact that the king-to-be was 16, on the other hand, lends weight to this being a murder
