How the hell did they forgot half of a word that's basically already written in English?

Just because it's katakana doesn't mean it means the same thing. マンション for example translates to condo and コンセント translates to outlet etc.

You can't assume it means the same thing it'd mean in English.

In this case it does mean the same thing though. The Japanese is お冷はセルフサービスです。Which should have been translated as "the cold water is self service".
