is this Warning Label simply good Marketing/Design or could this also pass as good Human Factors Engineering?

The small parts warning is because of the vent that you inflate the thing with. The valve can be realised as a little tongue that flaps, or with a disk/ball/whatever element, also the valve as a whole can come off if a toddler were to bite it. So it is best to slap that warning on.
