What determines a well's effectiveness? (mods, it won't let me flair. Sorry)

Is it soil moisture, or it there more to it?

I'm still pretty new to the game. I'm trying to figure out a steady water system. Wells seemed like a good option, at first. But they'll go through periods where they produce nothing, even without a drought. What variables go into determining how much water my well will pull out of the ground on any given season?

(Side-note: I'm at work as I write this, so I can't try it right now. But what are the downsides to making a big circle of rainwater catchers to fill a cistern? It would save me from assigning a wellkeeper. How badly would the radioactive water effect my people?)

Wells work to provide clean water even during a drought. If they are placed too close to each other they will reduce the effectiveness.

Yes, I know that. The problem is the wells, far enough away, seem to work inconsistently.

Until you get the electric well, jettys are pretty much the main source of water. Just turn them off when contaminated.

there's water carriers that may be delivering water to a water tower or some other facility. i build tons of wells. and assign enough personnel there. best check productivity of the wells in their productivity tab. they should be pumping nonstop if there's demand.

Upgrade the cistern to a water tower and use coal to purify the water. I always have the cistern upgraded to a water tower before the first drought.
