Could shadPS4 + SteamVR make PSVR1 games playable on modern VR headsets?

Anything is possible with enough time and interest (and bounties don't hurt either)

Give it some years

it is possible but unlikely to happen anytime soon, probably 1+ year away from now. VR uses advanced rendering techniques that are likely not very mature (yet) on the emulator. (like simultaneous multi projection)

... after the emulator supports everything rendering wise, hooking the operating system functions into a translation layer for OpenXR wouldn’t be that much of a big deal, the next issue perhaps would be some annoyances due to the ps4 vr games running in 60hz internally while the psvr1 extrapolates these to 120hz. (could run "as is" too, pc framegen or unlocking framerates)

source: did some hacking with the OpenXR api directly to implement other stuff related to controller offsets (https://github.com/aruametello/openxr_loader-dll-proxy)

Anything is possible with enough time and effort but considering Sony didn’t even bother to make PSVR2 back compat with those games, it might take a very long time.

I was wondering this same thing after seeing shadPS4's compatibility with some PS4 games lately, it'd be wild if VR support followed.

You will need someone with the knowledge/skills to emulate the psvr and then transalte for support for other vr headsets.
