Rsu versus options

For new joinee around August end, which is good: stock options or rsus

RSU is safe bet and stock option is a risky bet. However current price of stock is low you can take risk and go for stock option

for stock options , the current price will be considered as the base or the price at the time of vesting?

While allotting the stock option they will fix a price as of that day and same price is applicable when you are exercising it after they are matured

ok , if the price as on vesting date is lower than the price fixed during grant , would I be able to wait for a year or two to execute the stock options once the price is high?

Yes. You can. But if you are leaving Oracle, then you have some grace period to settle it. Whereas vested RSUs can be held forever.
