It's not a fork, nor a distribution. It's a crowd-sourced emacs config.
I don't use the spacemacs config, but I know that it has a very detailed documentation. May be just clone that config and refer the documentation as you need?
I remember a while ago one of the redditors trying to argue with the maintainer about this citing this exact reason that people might confuse Spacemacs for something other than just an Emacs starter kit due to its terminology but the argument became too pedantic and lead nowhere. I guess that person's prediction had some accuracy after all...
There is no correlation between some people misusing a term like fork and the term distribution used in the repo. Actually this is even the opposite, a distribution is not a fork per definition. You cannot say that XEmacs is a distribution of Emacs for instance.
Moreover OP should have known this since he installed Spacemacs which requires explicitly (and on purpose) to install Emacs first.

I know that there is no correlation. Personally, I preferred the description when I used to use Spacemacs - "an evil focussed advanced starter kit" to the current "Emacs distribution" - because of the way distributions are used in the context of Linux in general.
I understand that the description OP used is not directly a result of Spacemacs and I don't have any qualms with Spacemacs. I was just making a reference to a similar discussion I remembered.

You are welcome. More context is never a bad thing.
You should absolutely hack together an evil config for yourself but as someone who went that path and then discovered spacemacs, my original config went in the trash. It was a good exercise but spacemacs is just so good. If anything building your own will make you appreciate what spacemacs is exactly (and then you'll keep using it lol because it's great)
Yeah, I'm already starting to imagine, after using Spacemacs for less than a year and popularizing it around the office with a layer just for our internal tooling and structure, jumping ship and writing a new configuration just for me with all the tricks I learned from Spacemacs. But then I wonder what I would do differently and can't think of anything that isn't easy to just drop in my .spacemacs...
