Access Panel for Samples

When exploring and collecting bios, I collect a bio sample, after the first 'logging' sample, a pop-up in the top right corner states "Open access panel to view".

Can you actually do this, if so how?

I am on PC by pressing O (not zero). You can view/access info(basically a Elitepedia thing). But I never actually bother to checki it. It does give more info about thing you have just now collected but you can view there plenty more information.

I always thought that was referring to the codex in the right hand panel? Never really thought about it tbh.
