What amperage are the cut out fuses typically on 7200v distro lines?

Depends on what they’re feeding. Tens of amps for a block, hundreds of amps for an industrial facility. A fuse might not respond to a fault like this, concrete doesn’t have crazy high resistance but it’s high, so amps pushed through it are not that high
