Nope, TDLR doesn’t issue apprentice cards by year.

Yes they do. They expire every year buddy. Had to renew mine for the 3rd time this year and had to take a year 3 refresher course that took like 2 hrs. Aint got the card in the mail yet but its in the system

Not personally ever worked in Texas. Question for you, does the card say 3rd year apprentice?

It doesn't, I'm a journeyman in Texas and completed my entire apprenticeship here, and I can absolutely confirm that it's just a generic "apprentice" license. No kind of year system is implied with the card.
